UNDP Organizes a Training on Scenario Planning for Environment Issues

For the first time in Jordan; UNDP in cooperation with the Ministry of Environment, and in support of the Global Environment Facility, organized a three days training on “Scenario Planning” as part of the RIO project activities.

UNDP & MoEV believe that scenario planning might be a demonstration tool, through which decision makers recognize the drivers that shape the current system of development and the implications of their management decisions. In this context, scenario planning would be one of the effective tools to strengthening the national environment management system in Jordan, as well it ensures better mainstreaming of the environment concerns into the national development agendas.

Scenario planning is a participatory process, it brings together communities, government and other stakeholder actors to explore scenarios for particular issues. They collectively identify the driving forces and describe the way it interacts with each other.

The main basic elements of scenario planning training were:

  • Identification the Key Question (entry point to identify the drivers)
  • Drawing of Rich Pictures
  • Identification of drivers
  • Clustering of drivers
  • Drawing of Cause Effect Relationship Diagrams
  • Development of the Driver Matrix
  • Development of the Scenario Matrix
  • Scenario Narratives

Around 20 individuals representing various governmental entities were exposed to extensive training course as mentioned above over three days. By the end, a follow up plans were agreed upon to test the learning package in practical cases in the respective participating agencies.
